THE NHS COVID DECEIT

Readers will initially not believe that multiple NHS Trusts and even NHS Experts on the Government SAGE Group either deliberately chose to cover up the proven serious Covid Risk to their own staff, or are silently complicit. I learnt the City Approach Offices had been re occupied mainly by branches of the NHS only in mid 2020 and realised the additional Covid hazard. My concern at the risks to occupants was mixed with relief that the NHS were now involved “mid pandemic” and would surely act to protect their staff and the public. I was wrong in not believing an even greater betrayal than that by the HSE was possible.

The institutional “default setting” to lie and cover up potential embarrassment is so deeply embedded it applies even at the height of the Covid pandemic. It applies even when NHS Staff and the public are at risk due to a problem not even caused by the NHS!

Below I summarise the several separate strands of outrageous NHS related betrayals.

DELIBERATE DECEIT BY SALFORD NHS TRUST - (now Northern Care Alliance)

Salford Royal Foundation NHS Trust (SRFT) are the biggest occupant of City Approach with 3 floors of Social Care Staff who were formerly Council employees. The facts on this website were put to them NHS in June 2020. I was given verbal NHS assurance the issue was treated urgently and “very seriously” involving Solicitors and the Emerson Group owners. Later emails from Hill Dickinson Solicitors acting for SRFT stated that an “investigation” was in progress.

Suspiciously the promised “investigation” was inexplicably delayed on many occasions culminating in what was claimed to be a conclusion in the form of a November 2020 Report. There were clear indications any “investigation” was likely to be an attempt to cover NHS embarrassment at placing staff in an illegally hazardous office block, but the report was patiently awaited. SRFT are a major trust running a large general hospital closely packed with complex ventilation and other services requiring constant maintenance and replacement. An organisation with considerable readily available technical expertise if the most basic ventilation failure possible is being taken “very seriously” as was claimed. As detailed in other sections any honest expert including the many at SRFT can confirm the obvious City Approach illegality in minutes…not 5 months.

No surprisingly the Investigation Report [1.BV Report] was a deliberate attempt by SRFT to obscure the truth. Within a day of my seeing the hopelessly flawed report a classic “reply all email” error [2.BV Hyg] by it’s author admitted in specific terms that due to “key” information being concealed (obviously deliberately) by SRFT a valid report would be he says “different for sure”. The comedic irony of the truth only being revealed accidentally by a company called “Bureau Veritas” (BV) adds a little light relief. Instead of the issue being taken “seriously” as claimed via their compliant lawyer, SRFT had tried to conceal the truth in a reckless act of deceit. The insult to their own front line staff and wider public suffering consequent health risks is indicative of SRFT management attitudes which almost defy description.

BV’s Hygienists (not ventilation experts) were appointed on the false pretence of doing a routine Air Quality test to typical floors including the 6th floor with its closely packed 84 NHS Care Staff work stations. The key allegation (IE fact) of there being no legally valid fresh air supply therefore illegal regardless of any testing was concealed from BV. With floors only lightly occupied due to Covid distancing the SRFT hoped to obtain data falsely indicating acceptable conditions. Even then the now admittedly flawed report indicated conditions below legal minimum including for example the wrongly OVER estimated figure of 17 not 84 for the 6^th floor! Zero is the number who can legally occupy.

SRFT representing “our” NHS have been so irresponsibly incompetent they have put forward a report which actually proves both the illegality of the City Approach offices and the NHS attempt at deception to conceal it. At the height of the Covid crisis that is “going it a bit” even when compared to the many reported Government Covid failures and machinations.

OTHER NHS AND CITY APPROACH OCCUPANTS AT RISK

Other NHS Organisatons with staff at risk in City Approach are Salford Primary Care Together (SPCT) and Mersey Care NHS Foundation Trust (MCFT). Both are fully aware of the illegally hazardous situation their staff are in and like SRFT do not deny it. Both have refused to respond directly to me despite being kept updated on the current situation, other than Mersey Care requesting their Chair Beatrice Fraenkel not be included on emails sent. Neither will confirm they are sharing SRFTS Hill Dickinson legal representation or were party to the deceit attempted by SRFT. Both are part of the group of organisations being communicated with by Hill Dickinson Solicitors.

Another City Approach tenant with a key role in the Covid crisis is the Consilium Education Academy Head Office. They run a number of schools including 3 large Salford Secondary schools. Their initial emailed response said the issue was being handled by one of their senior managers, but after several months they are still in occupation and refuse to communicate further. Neither Consilium or any of their schools have responded to the suggestion that such irresponsibly reckless behaviour is unlikely to inspire confidence in their ability to safeguard teachers and pupils…

THREATS, LIES AND LAWYERS

None of the various lawyers and major firms of Solicitors used by the NHS and others in connection with this issue have acted in a manner likely to improve the reputation of their profession.

Most recently involved are Hill Dickinson (HD) as employed by SRFT, they are a major firm with offices around the globe. They are one of the firms favoured by the UK NHS when conscientious whistle blowers need to be crushed into silence, or claims of medical negligence need to be resisted. In this instance they acted as sole point of contact for the SRFT and it was their string of emails which continually extended the claimed “investigation”. When it became just too obvious SRFT were looking to conceal the truth, I emailed the Chief Executive of HD whose reply [3. HD CEO] assured me he had “investigated” the issue and their “handling of the matter is correct and appropriate”. As described above that “handling” comprised ensuring City Approach was inspected by a company who were neither informed of the reported main problem or asked to propose a solution, not that the Hygienists inspecting were qualified to make that judgement anyway. The email from HD presenting the report [4. HD Email Rpt] appears wilfully inaccurate in stating that the nonexistent “recommendations” were being implemented. The only recommendations in the report are token gestures and do not begin to address the issue of installing legally valid ventilation. In truth the real problem was only admitted by BV when I told them. Their immediate inadvertent “reply all” email [BVEmail] confirmed the entirely flawed nature of a report obtained by deception. Over a week later HD have still failed to withdraw the admitted inaccurate report, or offer the courtesy of an apology for their blatantly false claim. The very obvious “cover up in progress scenario” as detailed to the HD CEO 2 months earlier was proven to be entirely accurate. HD have not denied they are defending a situation which is the equivalent of a patient with multiple major broken bones being referred only to a Physiotherapist who failed to identify the problem…

The Emerson / Orbit Developments Group owners of City Approach were informed by myself and concerned tenants about the Covid hazard consequent on the illegal lack of fresh air ventilation. They have previously relied purely on the faked HSE Reports as a defence, despite owning many office buildings which have been fitted with legal fresh air systems. Emerson’s initial action was for their Head of Legal to attempt intimidation [5. Em Group] by threatening a lurid series of legal consequences if my allegations were not withdrawn. A suitable email reply quickly ended his abjectly poor effort. A similar but longer (more expensive?) threatening letter [6. Em Solicitors] was sent to the provider of this website. Again an email reminding them of the penalties Solicitor’s face for knowingly Perverting Justice quickly ended their attempt at intimidation. Despite access to a string of Consultants and employed Contractors the “billion pound” Emerson Group offer no specific evidence other than quoting the faked HSE Reports. Emerson’s lawyer’s threats were only a bluff reliant on empty threats, they are fully aware any welcome legal action would merely reveal the truth. The Report to the Ombudsman directly draws on provable lies told on Emerson’s behalf to the all too co-operative expert writing his elaborately fraudulent account at the behest of the HSE.

Note in the Complicit Establishment Section the clear admission by Solicitors for the prestigious Institution of Mech Engineers that my allegations about the Faked Expert Report are correct. They make legalistic excuses for failing to act which they maintained despite the advent of the Covid risks.

SO MUCH FOR "HEALTH AND SAFETY"

The authors of the faked report for the NHS rely for their credibility on membership of leading Professional Bodies as set out in their report. These are IOSH (Institute of Safety and Health) the largest such body in the world they claim, and the BOHS (British Occupational Hygiene Society). When a hastily revised report [Rev Report] refused to address the admitted failings a complaint about their conduct was made to both bodies, who in the wider public interest should anyway have been deeply concerned. Months of investigation led to BOHS claiming there was “prima facie evidence” and IOSH deciding to formally put allegations to their member. The subsequent U Turn by BOHS and decision to impose an indefinite delay by IOSH are evidenced by the relevant documents in the [BOHS Betrayal] and [IOSH Failure]. As at November 2021 emails and tweets are being circulated throughout the Health and Safety Profession, asking (so far in vain) whether practitioners support criminality creating Covid and many other serious health risks and consequences.

In the face of the Covid pandemic extending into a second winter the number of organisations and individuals joining this surreal criminal conspiracy against the most critical public interest continues to grow. The UK Health and Safety Establishment seek to avoid confronting the most serious risk to health in our most common type of workplace because that risk was created by the HSE.

Depressingly they are joined by the Public Health Professional Establishment in the form of ADPHUK (Association of Directors of Public Health) and FPH (Faculty of Public Health) with leadership of both being provably aware. Both claim no remit to intervene despite the Salford Director of Public Health being provably actively complicit being part of the also fully aware local Salford NHS CCG and of course Salford City Council. I could go on to name others but to what end?

FURTHER NHS COMPLICITY

Both the current and recently former HSE Chairs are also Non Executive Directors of NHS Trusts.

Up until July 2020 the HSE Chair was Martin Temple, Non Exec Director of Sheffield Teaching Hospital (STHT) NHS Trust. Both he and the trust were provably informed pre Covid of the ongoing criminal cover up by HSE Directors related to City Approach , Eccles. The email ominously headed “Official Sensitive” [7. HSE Confirml] from the HSE unequivocally proves that both he and all HSE Directors in late 2019 were fully aware of the allegations. They have been informed in fact on multiple occasions. At the height of the first Covid wave the Sheffield Chief Executive and other senior STHT staff were also informed on multiple occasions of the apparent betrayal of their staff and the public, there was total failure to respond.

NHS SAGE EXPERTS FAIL TO RESPOND

Obviously many experts on the whole of SAGE advising Government on Covid are from the NHS, including several on the SAGE Environmental Working Group (EWG) advising on the role of factors including ventilation affecting Covid Infection Risks. A key member of the EWG being the only HSE representative is Andrew Curran, the “top” HSE Scientist. As detailed elsewhere, it is he who produced the HSE reports falsely claiming that the then Emerson House had a sufficient fresh air supply. His obvious inaccurate statement of the legal requirement led to the PHSO full Inquiry. Quite clearly neither he nor HSE are in favour of taking up the urgently required proactive campaign and enforcement action contradicting their fake reports and exposing the criminal cover up. The risk of a prison sentence represents the most serious “conflict of interest” so to speak. No prizes are on offer for guessing which “interest” is the winner…..

The September 2020 report of the SAGE EWG makes particular mention of the risks associated with low ventilation levels, specifically sealed office blocks like City Approach whose fresh air supply is less than 5litres/second per person. City Approach’s true level of legal fresh air is of course Zero. Clearly one would hope other SAGE EWG members when informed would support their own vital recommendations for action over the criminal cover up initiated by their close colleague. Even at risk of upsetting him in a Zoom meeting or whatever. Multiple emails sent to all EWG members including its head Professor Catherine Noakes and the many NHS members receive no response beyond automatic “out of office” replies. Professor Noakes is a prominent advocate of ventilation [9. CN Twitter ] to reduce Covid risk, appearing in the media and prolific on Twitter. (On twitter she says she did 10 Radio and TV interviews on 18.11.20 alone!) Numerous tweets directed to her meet no response despite the critical nature of the subject. There is no denial about the blatant fake reporting by Andrew Curran and the profound implications for the integrity of SAGE. She does find time to produce and respond to tweets on wide variety of subjects including elocution and her cat. ”. Professor Noakes subsequently blocked me on twitter proving her awareness of the truth and the entirely disingenuous nature of the copious Covid Safe Ventilation advice she and other hypocritical EWG members are so fond of giving.

In 2023 the HSE are still seeking members for their new Science Quality Assessment Group. To the surprise of nobody Professor Noakes was already named to lead it. Many have read and engaged in tweets which point out this is presumably her "reward" for complicity in the original fake reporting by her SAGE Co Chair colleague…HSE's Chief Scientist Professor Curran. Even more disturbing corruption concerns the several specialist UK University Departments who received Covid Research funding controlled by Professor Curran. They echo his preaching on ventilation, but refuse to respond to the suggestion they should confront the criminal cover up preventing the only effective remedy, HSE Enforcement.
