CIBSE are the self-
proclaimed “standard setter” in the industry and authors of the
only Technical Standards (termed Guidance) recognised
directly in UK Regulations. Following my enquiry of 2012
the reply from their Technical
Branch_[7]
praised my “professionalism” and essentially gave alternatives
for the many types of mechanical fresh air supply that “should”
have been present.
In July 2023 after a further request to the current CIBSE Chair of Professional Conduct Committee Mr Douglas King he initially if reluctantly undertook by email to consider "available information" IE the information I had referred to re the clear 2014 decision by CIBSE there was no case for Mr Arnold to answer due to undisclosed reasons. It was also pointed out there are no procedures covering a scandal of this scale. Clearly at that point Mr King was unaware of the collective "Omerta" and refusal to reply across multiple institutions. His later email merely re stated the earlier decision and said the case was closed. As at July 2023 there are hundreds of views of tweets almost certainly by CIBSE members in which are posted the emails informing all current CIBSE Directors together with salient extracts of Mr Kings responses. Note that the Engineering Council Professional Conduct Section led by Katy Turff (they oversee all UK Chartered Engineering Bodies) were copied in to the above emails as were I Mech E below. There is no response from either. Interestingly at July 2023 after over 6 months the CIBSE still seek a new Technical Director to replace Hywel Davies. Hundreds have read tweets pointing out he or she will need to agree being complicit in the ongoing cover up
Following their eminent
former President Mr Arnold’s obviously falsified report to the
Ombudsman I complained to CIBSE about his clear professional mis-conduct.
On grounds they refused to specify they ruled by
letter he had “no case to
answer”_[12].
They do not deny they found a procedural excuse not to
rule on the quality of his work therefore the issue was not even
considered. They do not deny (as
intimated verbally to me by the Ombudsman’s Investigator as a
possibility) that they were involved in his appointment.
Despite repeated emails to
their head of Technical Mr Hywell Davies they refuse to
specifically support Mr Arnold’s report or say why it totally
contradicts their earlier response and all published technical
standards, particularly their own to which Mr Arnold may well
have contributed. I point out again the irony of Mr Arnold's
story being based on the proposition that CIBSE Guidance is
completely wrong despite the years of practice and testing
behind it.
As one of the key bodies
advising on UK Regulation and the main Professional Body for the
Services Industry I would expect CIBSE to act in an impartial
professional manner in line with their published claimed values.
Regrettably they do not do so. CIBSE publish many papers about
highly technical subjects and the green agenda etc. It is
surprising they are so unconcerned about the undermining of the
most basic service their members undertake for building
occupants, namely ensuring sufficient air to breathe.
I MECH E (THE INSTITUTE OF MECHANICAL
ENGINEERING)
I contacted I Mech E earlier
in 2017 in respect of Mr Arnold’s Report and it’s blatant
dishonesty, given he is a member of theirs. I exchanged several
emails with Mr Frank Mills the Chair of their highly relevant
Construction and Building Services Division. He undertook to
copy the documents submitted to all of his committee prior to
their imminent Divisional meeting. His
email of 3rd March
2017_[13} characterised it as a “serious issue” and
asked about my availability for their following meeting.
Unfortunately his
report of
their meeting dated 7th April_[14]
amounted to “back tracking” on his previous position and merely
advised that I go back to the bodies he knew had caused the
problem. The role of his committee was “advice” to “government”
relating to “codes and standards” and for the “benefit of
mankind”. A matter involving criminal breach of those codes and
standards was not something they were interested in..
In answer to a complaint about Mr Arnold contravening their Codes of Conduct as a member when he wrote the faked report, the I Mech E claimed he is no longer a member therefore out of their control. This is despite online advertisements for his services still claiming membership up to the present day (28.4.20). The 2017 letter from I Mech E Lawyers
[Lawyer admission] follows those above in admitting the "serious" truth of my allegations and has "sympathy" with my aims. A legalistic argument is made because Mr Arnold is no longer a member they are powerless to act even in respect of the profound criminality. In telephone conversation the lawyer quite bluntly stated nobody is legally obliged to report a crime including old ladies being attacked in the street. His moral level was clearly established. Emails have been sent (April 2020) to leading I Mech E members particularly those in the Biomedical Sector, many of whom are working on Covid-19. I await word as to whether they are sufficiently hypocritical to stand behind their lawyer's pre Covid-19 proposition.
BRE (THE UK'S BUILDING RESEARCH
ESTABLISHMENT)
The BRE is a fully privatised former Government
Department but remains the UK’s leading centre of building
industry testing and research. It includes a specialist section
in Ventilation and world leading Fire Test Facilities which are
now employed on post Grenfell testing.
Unfortunately nobody must have paid them to do the relevant full
scale tests before cladding all those tower blocks in flammable
materials…Ah well they are being paid now and that is the
important thing after all.
I have sent a number of
emails to BRE informing them of all relevant facts on which they
are eminently qualified to comment. To date they have not had
the courtesy to respond and say on what basis if any they would
be prepared to comment.
BSRIA (BUILDING SERVICES REASERCH &
INFORMATION SERVICES)
BSRIA is a UK based worldwide non profit group specialising in Building Services testing and standards. Their senior officer David Bleicher emailed to say he had referred the issue upwards to his Directors. They refuse to respond, comment or attempt the £5,000 reward question…
TB AND A (TROUP, BYWATERS & ANDERS)
TB and A are the major consultancy of which Mr
Arnold remains a Partner. They design and consult on
multi-million pound projects worldwide. An email sent in 2017 to
20 or so of their partners and senior engineers has met with no
response despite accusing them of a deliberate piece of
deception in an official report to the Ombudsman. They do not
contest the accuracy of what I say nor attempt to defend Mr
Arnold’s report. One can only wonder at their loyalty in vesting
their business interests and reputation on the veracity of the
“Arnold Report”. They have been informed I assume they agree Mr
Arnold’s report represents accurately their degree of competence
and integrity. In the past they have complained via the
Ombudsman their report should not be made public, despite it
being publically funded and about ventilation of an office
building not a secret weapons programme
BESA (Building Engineering Services Association)
BESA with CEO David Frise are playing a major role advising the H and Vent Industry during the Covid-19 crisis. They provided expert speakers at the Summit Conference in October 2019 run by leading industry publication HV News where a major topic was lamentably poor UK Ventilation standards. Both from the platform and via Mr Frise in conversation they unequivocally agreed the proposition by HSE was completely incorrect IE illegal. Follow up emails confirm their agreement . CIBSE’s Technical Head Hywell Davies was present and did not disagree publically as was the HV News Editor Andrew Gaved leading the event. Despite all of this none of the above will confront HSE about them being a problem and not a solution in respect of Covid-19, future infections and even “legal” never mind “Healthy” Buildings.
The Publishers of HV News are EMAP-Metropolis Group who also publish Nursing Times. Their Directors refuse to respond to emails. Readers of both publications especially NHS Nurses seemingly have the right to be disappointed with their decision to remain complicit despite Covid-19.
